Launch is a woman-owned small business that helps public, private, and nonprofit organizations strengthen resilience across teams, infrastructure, and operations. With offices in Virginia and California, and a partnership in the Bahamas, we have led successful projects in 19 states.
Our multidisciplinary team of over 12 staff members includes engineers, emergency planners, resilience experts, sustainability specialists, GIS experts, master facilitators, and grant strategists. We bring technical depth and human-centered insight to every project.
Launch partners with clients to evaluate risks while strengthening systems to adapt to future challenges. Whether guiding a utility through regulatory requirements, facilitating cross-agency coordination, or helping a community secure funding, we are committed to providing our clients with unique solutions to truly enhance their preparedness and resilience.

Our History
Launch! Consulting was founded in 2010 by CEO Linda Warren. After 11 years at a global engineering firm leading preparedness for utilities, Linda recognized the need for diverse resilience projects for clients of all sizes. Based in Charlottesville, Virginia, Linda leads Launch staff to empower organizations with the planning, support, and connections they need to thrive.
Launch team members helped shape industry standards for water and wastewater utility risk assessments and emergency planning. What began as a focus on water resilience has evolved into a national firm that has worked on more than 150 projects, including assessments, plans, trainings, facilitation, and grant support for communities of all sizes.
